Following on from yesterday’s bulletin, I would like to share a brief experience as to why you should definitely be looking to start your own recruitment agency and avoid the risk of ending up on Universal Credit or worse still in one of these Government
‘Bootcamp’ programmes.
During the time when I was working as a regional manager for a leading high street recruitment agency, this agency had won a
‘New Deal’ Welfare to Work Government contract to help the long-term unemployed in East London find sustained employment.
The Labour Government of the day wanted to test if the private sector recruitment agency’s business model would be more effective in placing a greater number of the unemployed into full-time jobs.
On winning this multimillion-pound Government contract, I was invited to a meeting with one of this agencies directors who told me that the company wanted me to get involved with this
project.
He said that for obvious reasons I was the perfect man for the job, that I would fit in well with the ‘types’ of people needing to find jobs.
And of course, he didn’t have to spell out why he felt I was the perfect fit, I was the only black person they had on their senior management team, plus I had grown up in East London.
It would have been nice if he had said to me, Joe the reason why the company has selected you to represent our agency is because of your decades of experience within the recruitment industry.
The fact that you have secured and managed a number of multi-million-pound key contracts for the company.
Twice voted regional manager of the year, innovator of the year, plus you have exceptional man management and team-building skills, with the lowest staff turnover in the company.
Alas, no. It was more a case of me being an army volunteer… You do it!
Nevertheless, the next thing I knew I was at a jobcentre in Hackney being responsible for coming up with innovative ideas and strategies aimed at bringing private sector recruitment skills to Jobcentre Plus the government-funded employment
agency.
The first week in the role, I had a meeting with one of the Directors overseeing this Welfare to Work programme, where he went through some of the projects, he wanted me to work on.
The first project on his list was for me to organise a float for the Notting Hill Carnival, which he thought would help bring a high-impact learning experience for some of the jobseekers.
I thought how on earth was designing and decorating a carnival float ever going to help any of these jobseekers find employment.
Would you agree with me on this?
And it gets worse!
He continued; I would also like you to organise a jobseeker’s march from Hackney to the City of London.
He said Hackney, was a stone throw from the City where there were tens of thousands of jobs, and by organising this march the media publicity would encourage companies to provide job opportunities to help tackle the high unemployment rates in East
London.
He then added that he had recently read a book, where Dr Marin Luther King had organised a march on Washington and there had been other black leaders over the years that had inspired the Million Man March, and he wanted me to do the
same.
I’m looking at this guy, and thinking what planet are you on?
How on earth was I going to get hundreds of unemployed people to march from East London to Central London, in the vain hope that this would somehow, or another get companies offering them jobs?
At the time, one review of the New Deal jobs scheme said that it had cost the Government over £31,000 per job placement.
Surely, that money should have been used toward contributing to the employers training cost and paying the wages of people working as apprentices, so that they can have sufficient training to learn a proper
trade.
Plus, it would then be in the best interest of the employer to provide meaningful on the job training especially as they would be obliged to give the apprentice full-time employment at the end of their
internship.
From my understanding, most of this funding by and large was given to recruitment agencies and training providers to act as intermediaries.
At the time, the New Deal Advisors, who was responsible for finding employment for job seekers, was struggling to get them to even turn up for their weekly job reviews, yet still, this director expected me to organise a rally to get them to walk from
Hackney to the Central London.
Yi, yi, yi…
To say that working at the Jobcentre was a challenge would be an understatement, as there were a number of people, some in their mid to late twenties, who had never held down a full-time job, since leaving
school.
Many would not even turn up for job interviews that had been organised for them.
And what did not help the situation at all was the way that some of the Job Centre Advisors, would look down on the unemployed who they were supposed to be helping.
Some of the Advisors would refer to individuals who had been unemployed for some time, as NIMYs.
Now at the time, I had no idea what a NIMY was, couldn’t even find the word in the dictionary.
Do you know what a NIMY is?
